Cyberspace Solarium Commission Recommendations Tracker

Congress created the Cyberspace Solarium Commission to develop a strategic approach to defending U.S. national and economic security. The Commission subsequently proposed a new approach of “layered cyber deterrence” and provided dozens of legislative and executive recommendations on how to reduce the probability and impact of significant cyberattacks. This tracker assesses the implementation of those recommendations.

Implementation Status

The Commission issued a report in March 2020 with 82 concrete recommendations across six thematic pillars. Subsequent white papers provided an additional 34 recommendations. This graph shows a side-by-side comparison of the progress toward adoption of the original 82 recommendations year over year.
